The Institute for Educational Research was officially established on 21 December 2001 according to the Decision No 7099/QD-BGD&DT-TCCB by the Minister of Education and Training. As an important unit of Hanoi National University of Education, the Institute is considered as one of national science research institutes in the field of education.

2. Mission
The Institute for Educational Research – Hanoi National University of Education is a institution implementing research on pedagogy, strategies and policies on teacher education and training throughout the country; participating in training (retraining) and developing teachers with undergraduates to graduates; consulting and transferring educational science achievements into practicing of education system, social education and human development; conducting scientific services, consultancy on technology transfer.
3. Roles
3.1. Conduct basic and applied research; implement research results related to education and pedagogy sciences; review on international research and develop education models and teacher education models;
3.2. Hold services related to teacher and lecturer training;
3.3. Give advices related to education and pedagogy sciences for Education Universities, the Ministry of Education and Training, and local bodies;
3.4. Announce educational information; produce textbooks, reference, teacher training materials as required from Education sector;
3.5. Cooperate with national and international institutions of Education and Pedagogy.
4. Tasks
4.1. Conducting basic research, implementation of studies and projects in the field of educational science, summarizing experiences and educational models, organizing testing and application of research results into practice, serving career to improve the training quality of Hanoi National University of Education and the development of Education and Training;
4.2. Participating in undergraduate and graduate training, fostering lecturers and teachers of all levels and disciplines;
4.3. Collecting, storage, processing and dissemination of educational science and pedagogical science information;
4.4. Participating in the study of compilation of textbooks, college and university textbooks, reference books, teacher training books, psychological counseling books, vocational education for high school students ...;
4.5. Organizing pedagogical and professional training and retraining for teachers and lecturers;
4.6. Advising the principal of HNUE and the Ministry of Education and Training and the Ministry of Science and Technology and other institutions on the quality evaluation of scientific and educational research and quality projects teacher training;
4.7. Implementing scientific services, consulting technology transfer;
4.8. Cooperation in scientific research and training with domestic and foreign organizations and individuals.
5. Powers
5.1. Developing annual research, training and retraining plans (or long-term cycles);
5.2. Assigning tasks to research, training and retraining for research centers; control and evaluate the plan implementation;
5.3. Assigned by Hanoi University of Education to participate in undergraduate and postgraduate training and retraining;
5.4. Signing and implementing contracts on research, training and application of educational and scientific research results with domestic and foreign organizations and individuals;
5.5. Cooperating in researching and exchanging experiences with foreign countries and international organizations on educational science under the current law of Vietnam;
