On 10th October, 1945 just over a month after dictating the Declaration of Independence that gave birth to the Democratic Republic of Vietnam (DRV), President Ho Chi Minh signed Decree No. 45 to establish a new University Board – the Philology University Committee in Hanoi to train teachers for secondary school level.

On 8th October 1946, the President of the Government of the Democratic Republic of Vietnam decreed Document 194/SL to establish an Education Branch for training teachers for the basic education levels, high schools, specialists, experimental and professional schools in the country.

The Philology University Committee established in 1945-1946 was the precusor of Hanoi National University of Education (HNUE) which was established with the care and visionary wisdom of President Ho Chi Minh. Staff and students of the University had the great honor to welcome Uncle Ho to the University twice, in 1960 and 1964, and listened to his words: "A good teacher: the teacher deserves glory. Although no names are published in newspapers, no medals awarded, good teachers are the unsung heroes" and "...This school must not only be a school for teachers but must also be the school of norms for the entire country" (21st October 1964).

Hanoi National University of Education was officially established on 11th October 1951 by the Decree No 276 of the Ministry of National Education. The University has been at its current location since 1956.
