Hanoi National University of Education organized a scientific conference on “Research on the practical implementation of the 2018 General Education Program”

On the morning of August 8, 2025, Hanoi National University of Education (HNUE) solemnly organized a scientific conference with the theme “Research on the practical implementation of the 2018 General Education Program”. The program was carried out to share research results, assess the current situation and propose feasible solutions, contributing to improving the effectiveness of the implementation of the 2018 General Education Program nationwide.

The conference was honored to welcome Assoc. Prof. Dr. Le Huy Hoang - Deputy Director of the Department of Education - Central Propaganda and Mass Mobilization Commission; Dr. Vu Minh Duc - Director of the Department of Teachers and Educational Managers, Ministry of Education and Training; experts and scientists from the Vietnam Institute of Educational Sciences, the Institute for Educational Development Studies, key pedagogical universities; and managers and teachers from the Departments of Education and high schools. On the side of Hanoi National University of Education, there were the Party Committee, the University Council leader, the Board of Directors, leaders of faculties, departments, and offices; and a large number of lecturers, researchers and graduate students.

Speaking at the opening of the conference, Assoc. Prof. Dr. Nguyen Duc Son – President of Hanoi National University of Education emphasized the strategic significance of the 2018 General Education Program in the process of fundamental and comprehensive innovation of Vietnamese education. Assoc. Prof. Dr. Nguyen Duc Son affirmed that this is not only a change in the content of the program and textbooks, but also a shift in educational thinking, placing students at the center, comprehensively developing their capacity and qualities. Assoc. Prof. Dr. Nguyen Duc Son said that, as the leading teacher training institution in the country, Hanoi National University of Education is always aware of its pioneering responsibility in research, evaluation and accompanying the implementation of the 2018 General Education Program. This conference aims to create a scientific forum where managers, researchers, lecturers and general teachers can share experiences, analyze practical data and propose highly feasible solutions.

At the conference, the scientific reports brought many new perspectives and outstanding research results.

1.      The research “Readiness of secondary school teachers in implementing the 2018 General Education Program” conducted by Dr. Pham Thi Binh and MSc. Nguyen Duc Dat based on a survey of secondary school teachers in provinces and cities, showed that the majority of teachers have a positive attitude and a high level of readiness when implementing the program; however, they still face pressure from testing and evaluation, have to teach subjects outside their major, lack appropriate learning materials and have limited direct support at school.

2.      The research “Assessing communication and cooperation skills in grade 9 students” conducted by Assoc. Prof. Dr. Phan Thi Thanh Hoi and Assoc. Prof. Dr. Ngo Thi Hai Yen, introduces a set of assessment tools that have been tested on grade 9 students, proving its feasibility and reliability, helping teachers clearly identify students’ strengths and weaknesses to adjust teaching methods.

3.      The research “Practices of professional development of secondary school teachers in the context of implementing the 2018 General Education Program” conducted by Dr. Nguyen Phuong Thao and Dr. Nguyen Thi To Khuyen, focuses on analyzing training activities, self-study, and peer support to improve teaching quality, while pointing out obstacles and favorable conditions for professional development.

4.      The research “Building a model to evaluate the practical implementation of the 2018 General Education Program based on machine learning techniques” by MSc. Vu Thi Ngoc Thuy, Assoc. Prof. Dr. Nguyen Van Bien and Assoc. Prof. Dr. Vu Thi Mai Huong applied machine learning on data from primary schools to group schools according to the level of meeting program requirements, thereby proposing “tailored” support packages for facilities, teacher training, and program adjustment.

Delegates focused on in-depth discussions on urgent issues such as innovation in testing and assessment based on competencies, building standardized question banks, enhancing teacher training in a practical direction, and specific support policies for localities with many challenges.

At the end of the conference, Hanoi National University of Education will continue to complete and publish research reports, strengthen cooperation with localities, high schools, and educational organizations at home and abroad, and transfer research results into practical solutions, contributing to improving the quality of implementing the 2018 General Education Program. The conference is not only an academic forum but also a bridge between research and practice, demonstrating the pioneering role of Hanoi National University of Education in accompanying the education sector to successfully implement fundamental and comprehensive innovation in general education.
