Attending the signing ceremony on behalf of Hanoi National University of Education were Assoc. Prof. Dr. Nguyen Duc Son – President; Assoc. Prof. Dr. Kieu Van Hoan – Vice President; and leaders of various units within the University: Center for Educational Testing and Quality Assessment; Department of Training; Center for Research and Teacher Professional Development; University of Education Publishing House; HNUE High School for Gifted Students; Center for Continuous Training; Center for Education Development and Digital Technology; and Department of Planning and Finance.
Representing Cao Bang province were Comrade Le Hai Hoa, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; and leaders of relevant departments and sectors: the Department of Education and Training; the Department of Finance; the Department of Home Affairs; the Department of Science and Technology; and Cao Bang Provincial College.
In his welcome remark at the signing ceremony, Chairman of the Provincial People's Committee, Le Hai Hoa expressed his delight in welcoming and working with the delegation from Hanoi National University of Education – a university with a rich tradition and a leading national center for training and retraining teachers and educational managers. The Chairman emphasized that Cao Bang province always identifies education and training as a lever to improve the quality of human resources and a crucial driving force for sustainable development. This is reflected in the province's budget expenditure for education and training always exceeding 20%; reaching over 30% in 2025. Consequently, the quality of both mainstream and gifted education in the province has achieved many positive results. However, the province still faces some limitations, such as a shortage of teachers compared to allocated norms and staffing levels, especially teachers of Informatics and English, and a shortage of teachers in remote, isolated, and particularly disadvantaged areas; difficulties at school sites, particularly their wide distribution; the digital transformation in education…
Cao Bang province hopes that Hanoi National University of Education will continue to support and advise the province in areas including distance education, digital training, and scientific and technological activities. In the immediate term, the focus is on resolving the optimization of school and class scale; researching and building a model for an Elite Middle School to early detect talented individuals. Cooperation in building the province's Gifted High School to truly become a "cradle" for training talents, contributing to the development of high-quality human resources.
The Chairman also emphasized that in the 2025-2026 academic year, HNUE had supported the admission and training of 37 quota-based students in English and Informatics Pedagogy. This is a practical and effective support from the University for the province in developing educational human resources, addressing the local teacher shortage.

Assoc. Prof. Dr. Nguyen Duc Son – President of Hanoi National University of Education, on behalf of the working delegation, thanked the Cao Bang Provincial People's Committee for the warm welcome and affirmed that with the University's existing potential in terms of staff, lecturers, facilities, its system of affiliated high schools, training-retraining programs, and information technology platforms, the University is ready to support and accompany Cao Bang province in developing education and training, retraining teachers, and building smart school models to meet the requirements of educational renovation, digital transformation, and AI application in education in Cao Bang province. He expressed hope that this cooperation would develop further in the future.

The two sides focused discussions and reached agreement on the contents of the MOU between HNUE and the Cao Bang Provincial People's Committee, centered on three main areas: Enrollment, Testing, and Assessment at the high school level; Training, Retraining, and Human Resource Development; and Scientific and Technological Activities.
Accordingly, the two parties agreed to cooperate in organizing the University's independent competency assessment exam (SPT Exam) to provide learning outcome information for 12th-grade students and for university/college admissions. They will organize and coordinate the organization of foreign language competency assessments, and manage and certify exam results. They will research, consult, develop, and transfer technology and products; provide testing and assessment products and services in education for high schools and educational institutions based on societal needs. They will consult, appraise, and evaluate tools and models for measurement in educational testing and quality assessment as required by educational institutions and management agencies; and consult on the process of approving, implementing, and improving testing and assessment activities.
The parties will coordinate to organize long-term training programs (undergraduate, master's, doctoral) in various fields and disciplines offered by the University for the province's managers, teachers, and students as required by the Province. They will implement quota-based training and other forms of joint training based on achieved results and the actual situation. They will provide professional certification training in inclusive education; consult and support students and teachers in Natural Sciences, History and Geography, Informatics and Technology; standardize professional titles for teachers and staff... according to MOET regulations. They will provide training for officials of commune/ward cultural offices on state management in education, monitoring program implementation, and professional skills according to the two-level local government model.
The parties will cooperate to propose and commission scientific, technological, and innovation tasks to solve practical problems of the province, including both short-term and long-term tasks suited to the University's expertise and fields. They will support, connect, and attract high-level scientists and experts from research institutes and universities to provide support, consultancy on socio-economic matters, and training for the local intellectual workforce within the province.
