Hanoi National University of Education Welcomes Delegation from the Embassy, Tomsk State University, and Herzen University (Russian Federation)

On the afternoon of October 29, 2025, Hanoi National University of Education (HNUE) held a reception and working session with a delegation from the Embassy, Tomsk State University, and Herzen State Pedagogical University of the Russian Federation. The meeting took place in an open, cordial, and cooperative atmosphere, aiming to expand training and research relations in education.

The delegation from the Embassy, Tomsk State University, and Herzen University included: Mr. Vladimir Murashkin – Head of the Federal Cooperation Agency Representative Office, Russian Federation; First Secretary of the Embassy of the Russian Federation in Vietnam; Director of the Russian Center for Science and Culture in Hanoi; Mr. Rykun Artem Yuryevich – Vice President for International Relations, Tomsk State University; Ms. Tron Margarita Andreevna – Head of the International Admissions Office, Herzen University; Ms. Panova Kseniia Sergeevna – Senior Specialist, International Projects Office, Center for Internationalization and Cooperation with Foreign Students - Herzen University; Ms. Pham Hoang Anh – Assistant to the Director, Russian Center of Science and Culture in Hanoi; Ms. Pham Thuy Linh – Staff member, Russian Center of Science and Culture in Hanoi.

Representing Hanoi National University of Education were: Assoc. Prof. Dr. Nguyen Duc Son – President, Dr. Dinh Minh Hang, Head of the President's Office, Dr. Tran Thi Thu Huyen – Vice Dean of the Faculty of Politics - Civic Education.

Speaking at the first working session, Assoc. Prof. Dr. Nguyen Duc Son, President of HNUE, expressed his delight in welcoming the delegation from Russian universities. He emphasized that Vietnam and the Russian Federation have a long-standing traditional cooperative relationship, in which education and training have always been key areas of collaboration, contributing to enhancing understanding and bonds between the two nations. Assoc. Prof. Dr. Nguyen Duc Son expressed his hope that this visit would open up many practical cooperation opportunities between HNUE and Russian higher education institutions, particularly in teacher training, educational science research, student exchange, and postgraduate scholarships.

In response, Mr. Vladimir Murashkin – Head of the Federal Cooperation Agency Representative Office, Russian Federation; First Secretary of the Embassy of the Russian Federation in Vietnam; Director of the Russian Center for Science and Culture in Hanoi, conveyed his deep gratitude to HNUE for the solemn and thoughtful reception. He affirmed that Vietnam is always a strategic partner of the Russian Federation in education and science, and HNUE is one of the leading universities in educational cooperation. Mr. Murashkin emphasized that the Russian Center for Science and Culture in Hanoi would continue to act as a bridge between Russian and Vietnamese educational institutions, supporting the implementation of scholarship programs, academic exchanges, and promoting the teaching of the Russian language and culture in Vietnam.

During the second session, Tomsk State University and Herzen University met and worked directly with students from the Faculty of Politics - Civic Education at HNUE.

Representing Tomsk State University, Mr. Rykun Artem Yuryevich – Vice President of International Relations, provided an overview of the University's history and outstanding achievements. With 147 years of development, Tomsk State University is currently ranked among the top higher education institutions globally, attracting over 17,000 students, including more than 3,000 international students from many countries. Within the framework of this cooperation project, Tomsk State University expressed its desire to implement scholarship programs for HNUE students to pursue master's and postgraduate programs at Tomsk.

Established in 1797, Herzen University is one of the oldest and most prestigious teacher training institutions in the Russian Federation. The University currently has over 15 faculties and specialized research institutes, with hundreds of training programs from bachelor's, master's to doctoral degrees in the fields of Educational Sciences, Psychology, Languages, and Arts. Ms. Tron Margarita Andreevna – Head of the Department for Admission of Foreign Citizens at Herzen University, emphasized that with over 200 years of tradition in teacher training and educational research, Herzen University always values international cooperation as an important part of its development strategy. She also expressed the desire to expand cooperation with HNUE in teacher training, faculty and student exchange, joint research in educational sciences, and developing scholarship programs for HNUE students.

Continuing the program, Dr. Dinh Minh Hang – Head of the President’s Office, expressed thanks for the cooperative goodwill from the Russian partners, emphasizing that this is a valuable opportunity for HNUE students to broaden their international perspective, enhance their professional capabilities, and access advanced education. Simultaneously, the University will always create favorable conditions for the effective implementation of cooperative programs, bringing practical benefits to the staff and students of both sides.

Concluding the working session, the two universities agreed to maintain regular connections, continue exchanging detailed information on scholarship programs and research cooperation, opening many prospects for sustainable collaboration in the future.
