The fourth Conference of Overseas Vietnamese Worldwide took place from August 21st to 24th in Hanoi, amidst the context of the entire nation striving and accelerating to successfully achieve the goals of the 13th National Party Congress Resolution. These goals include developing the country into a developing nation with modern industry and upper-middle income by 2030, and further advancing into a developed, high-income nation by 2045. To realize these objectives, the significant contributions of the over 6 million Vietnamese community overseas are indispensable.

On August 21st and 22nd, the 4th Conference of Overseas Vietnamese Worldwide and the Forum of Overseas Vietnamese Intellectuals and Experts were held in Hanoi. Representing the university's leadership, Associate Professor Nguyen Duc Son, President of the university; Dr. Dinh Minh Hang, Head of the President's Office; Professor Le Huy Bac, Director of the Institute for International Education and Training; and Dr. Pham Thi Ngoc Quynh, Deputy Head of the President's Office, attended the conference.

Also present were leaders of the Party, State, ministries, branches, socio-political organizations, representatives of provincial/city leaders, and heads of several Vietnamese representative agencies abroad.

This is an important event organized by the Ministry of Foreign Affairs in collaboration with relevant ministries, branches, and localities. It aims to create a forum for in-depth discussions among overseas Vietnamese on strategic issues in national construction and development and matters concerning the overseas Vietnamese community.

Within the framework of the conference, numerous cooperation agreements and memorandums of understanding were signed between domestic units and organizations of overseas Vietnamese. Minister of Foreign Affairs Bui Thanh Son and Deputy Minister of Foreign Affairs Le Thi Thu Hang, who also chairs the State Committee for Overseas Vietnamese Affairs, witnessed the signing ceremony. Hanoi National University of Education signed a Memorandum of Understanding with the Union of Vietnamese Associations in Japan on cooperation in Vietnamese language training and hosting the Vietnamese language proficiency test in Japan. Prof. Le Huy Bac, Director of the Institute for International Education and Training, carried out the signing.

This year's conference has chosen the theme "Overseas Vietnamese join hands to realize the aspiration for national development," with many new points and expectations. For the first time within the framework of the Conference, the Ministry of Foreign Affairs chaired and coordinated with relevant agencies to organize the "Forum of Overseas Vietnamese Intellectuals and Experts." The forum is an opportunity for overseas Vietnamese experts and intellectuals to exchange views on development trends in the world and the region, contribute ideas on issues of green and sustainable development of the country, and expand the Innovation Network,... Within the framework of the Conference, businesses and organizations of overseas Vietnamese have signed 10 Memorandums of Understanding with agencies, organizations, and businesses in the country in the fields of technology transfer, human resource training, communication...
